    NC Roof Grant Requirements

    Every requirement below has to be satisfied for a Strengthen Your Roof reimbursement. Missing any one of them is the usual reason a homeowner does not get paid.

    Eligible location

    The property must sit inside a participating coastal insurance territory. Territory lines do not follow town lines — verify the exact address on strengthenyourroof.com.

    Eligible structure

    A qualifying residential structure. Confirm the property type against the program's published rules before you apply.

    FORTIFIED-trained roofer

    The roof must be installed by a contractor trained in the FORTIFIED Roof method, using the required sealed deck, ring-shank fasteners and edge metal.

    Independent certified evaluator

    An independent IBHS-credentialed evaluator — not your roofer — must document the installation and submit for designation. That is our role.

    No work started before approval

    Work begun before the grant is approved is generally not reimbursable. Wait for the award letter.

    Designation completed

    Reimbursement follows the IBHS FORTIFIED designation certificate, not the roof completion date alone.

    Documentation You Must Provide

    • Proof of ownership and property address matching the application
    • Grant award or approval letter from the program
    • Signed contract and detailed scope of work from a FORTIFIED-trained roofer
    • Final invoice and proof of payment
    • Product data sheets for underlayment, sealant and ring-shank fasteners
    • Evaluator photo documentation from in-progress and final inspections
    • The IBHS FORTIFIED designation certificate

    Why Applications Get Rejected

    • Address falls outside the qualifying territory for that funding round
    • Application submitted after funds for the round were fully committed
    • Roof work started before the award letter was issued
    • Contractor was not FORTIFIED-trained, or the scope omitted required details
    • Missing or illegible product documentation for underlayment and fasteners
    • No independent evaluator engaged, so the designation was never issued

    What Happens After Approval

    Award letter

    You receive written approval with the reimbursement amount and the deadline for completing work.

    2

    Schedule the roof

    Your FORTIFIED-trained contractor schedules the tear-off and installation to the FORTIFIED Roof standard.

    In-progress evaluation

    We inspect and photograph the deck, sealing and fastening while it is still exposed — this cannot be captured after shingles go on.

    Final evaluation and submission

    We complete the final documentation and submit the package to IBHS.

    Designation issued

    IBHS issues the FORTIFIED certificate for the home, valid five years before redesignation.

    Reimbursement

    You submit the certificate and invoices to the program for reimbursement.
